Market Outlook
November 21, 2018
News Analysis
India likely to topple Brazil as the world's biggest sugar producer
Traditionally the world’s top sugar producer, Brazil, is poised to cede the crown to
India for the first time in 16 years. Production in India this season may rise 5.2
percent to a record 35.9 million metric tons on increasing acreage and improving
yields.
Brazil’s output may tumble 21 percent to 30.6 million tons because of adverse
weather and a shift to produce more cane-based ethanol. Global production is
forecast to fall 4.5 percent to 185.9 million tons, trailing the May estimate of
188.3 million, after the outlooks for Brazil, Thailand and the European Union were
revised lower.
However, Brazil is expected to remain the top exporter, followed by Thailand. The
marketing season runs from April to March in the South American nation and from
October to September in India. Most countries run from May to April.
Global inventory is forecast to rise as “massive stock building” in India counters
lower supplies in China and the EU, the USDA unit said.
RBI capital adequacy move opens window for Rs 3-trn extra lending by
banks
The decision of the Reserve Bank of India’s (RBI) board to extend the timeline for
full implementation of Basel III rules for bank capital by a year would free up as
much as 3.7 trillion for potential lending. The central bank’s board on Monday
decided that banks would have to meet the capital conservation buffer norms
under Basel III regulations by 31 March 2020, instead of the earlier deadline of
March 2019.
The capital requirements rule is designed to ensure that banks build up capital
buffers at times when credit is growing, which can be drawn down as losses are
incurred during a stressed period. The capital conservation buffer in the form of
common equity is being uniformly phased in over a period of four years, or
0.625% a year, starting 1 January 2016.
